POWELL STREET OVERPASS

Description

Powell Street is a major east-west connector through the City of Vancouver, and is busy corridor for vehicle, transit, bicycle, and pedestrian traffic. The Powell Street Overpass Project involved construction of an overpass of the Burrard Inlet Rail Line, and the realignment of Powell Street southward to allows for the construction of a future east-west rail line.

Scope of Services

As Project Director for the City of Vancouver, CJI:

  • Provided overall project management for the project definition, procurement, and construction phases;

  • Completed a project delivery method evaluation and recommendation of the design-build method;

  • Management of the procurement process, evaluation, and construction oversight;

  • Development and management of budget and schedule, design oversight, public engagement, First Nations, railway companies, bus route accommodation, property acquisition matters, and funding agreements with Transport Canada, Port Metro Vancouver and CP Rail.

Key Wins

  • Successfully delivered one of the City’s largest ever infrastructure projects, on time, on budget and with expanded scope to address funder requests.

  • Successfully delivered the City’s first ever project using Design-Build procurement methodology.

  • Established and successful integrated the inputs of a diverse stakeholder engagement group of local businesses, residents and interests groups.

  • Delivered a project in the socio-economically sensitive downtown eastside, including local participation.
