HIGHWAY 11 AND VYE ROAD IMPROVEMENT PROJECT
Description
Border and local traffic have significantly increased in Abbotsford resulting in congestion on Highway 11 and the local road network. The project will alleviate traffic congestion and increase reliability of major routes by constructing a two-lane, road/rail grade separation along Vye Road. The Highway 11 Nexus Lane will be extended from the border to Vye Road.
Scope of Services
As Project Director, CJI is managing the development and procurement of this project in collaboration with BC MoTI and the City of Abbotsford.
The role includes:
Coordinating funding arrangements and preparation of partnership agreements between BC MoTI, the City of Abbotsford, and railways;
Leading project risk assessment, review of contract procurement options, and recommendation on delivery methodology;
Updating the project’s business case submission to Transport Canada;
Advising on and future management of the contract procurement process to contract award;
Project management and scope development of the City’s Vye Road overpass and the Ministry’s Highway 11 Nexus Lane extension to be delivered as a single project;
Developing and managing project schedule, cost estimate, and other project definition;
Managing and reporting the progress of the work and financial performance; and
Representing the Ministry and the City’s interests in negotiations with CP Rail and SRY BC, and liaison with Transport Canada’s Rail Safety Branch.
Key Wins
Helped to establish a provincial/municipal partnership between BC MoTI and the City of Abbotsford.
Successfully secured federal funding.
Facilitated five different railway agreements to address the many intersections with rail.
Advised on procurement model options and helped the City select and implement a Design-Build delivery.
