CJI provided Technical Management Services to the BC Ministry of Transportation for the development of the Sea-to-Sky Highway Improvement Project. CJI undertook an international review of context sensitive solutions on constrained, multi-lane highways in scenic, mountainous terrain during the development of this $600 M Public-Private Partnership Project. 

CJI wrote design guidelines for the 104km upgrading of the corridor and undertook independent due-diligence reviews of the safety and constructability of the project.

The Sea to Sky Highway between West Vancouver and Whistler is the route to the snow events of the 2010 Olympic Games.  

CJI assisted the BC Ministry of Transportation and the financial advisors, KPMG on the formation of project delivery alternatives, risk assessment and procurement. CJI provided leadership in the documentation of design/build requirements, for the precipitous mountain section between West Vancouver and Lions Bay.
