CJI undertook preliminary assessments for this project which included feasibility, scoping and procurement strategies for the Federal Bridge Corporation. This $2 Billion Public-Private Partnership (PPP) project forms the 42 kilometre Montreal Southern Bypass. It involved a six lane toll highway and two major bridges across the St Lawrence River and Seaway. The Operations, Maintenance and Rehabilitation (OMR) includes 50 kilometres of arterial roads on the south shore of the St. Lawrence.
CJI then joined the Concessionaire team of ACS and Axiona and prepared the Operations, Maintenance and Rehabilitation (OMR) Proposal for what became the winning proponent. The proposal was undertaken in conjunction with experts in the fields of environmental, traffic, toll, and communications systems. CJI has an ongoing role with the Concessionaire during the construction and operations phases.
