CJI undertook infrastructure planning for the BC Ferries Strategic Plan of 2001. Investigations were carried out on alternative route and service options, alternative ferry terminals locations and the Lower Mainland-Vancouver Island fixed link- and a possible floating bridge to Vancouver Island. 

Arising from the Strategic Plan was a concept of encouraging more competition on BC coastal ferry services. CJI undertook investigations into alternative ferry types, for a company interested in providing alternative ferry services on existing BC Ferries routes. Operational studies were undertaken and infrastructure requirements were investigated on three possible inter-island routes.
