CJI undertook a study to outline the scope and analysis that will be required to identify the needs of a future crossing of the Fraser River which will carry either road-only or road and rail traffic between Surrey and New Westminster. The study focused on the present operations of the existing road and rail bridges and discussed conceptual considerations for a future crossing.  Conceptual costs and financing risks were identified as well as possible contracting strategies.
