Upon award of the concession, he was retained as the independent agent to lead the owner's team for the four-year design/construct phase and into the initial period of operation and maintenance.&lt;/p&gt;

Between 1986 and 1994, he was Regional Director of Delcan's Pacific Region, and Director of APCOA (now Standard Parking). This brought him extensive experience with alternative procurement and contracting techniques. Between 1994 and 1999, he was Vice President of the Transportation Division, responsible for technical and financial aspects of the company's transportation business.&lt;/p&gt;
