Robin Johnston, P.Eng.


Robin Johnston has held a leadership role in the direction, management and facilitation of the development and implementation of many complex major infrastructure projects over the past 30 years. He has successfully represented both public and private sectors in meeting their infrastructure development goals through his organizational and management skills and the application of his broad technical background. He has devoted the past fifteen years of professional practice to the development and delivery of major turnkey and P3 transportation programs and projects.

Robin is noted for his interpersonal strengths, his expertise in team building and project planning and his ability to recognize and understand client needs and respond with the appropriate services. Ian Rokeby, P.Eng., MBA


Ian Rokeby has more than 30 years of experience in the development, management, and execution of a wide range of planning, feasibility, design and construction projects for transportation infrastructure in British Columbia: major highway programs, transit systems, and marine terminals. He has extensive experience in the effective coordination of multi-disciplinary teams executing major transportation projects.

Ian Rokeby’s professional experience has included over 20 years in decision and execution support for major capital investments. He is known for taking a broad, big-picture approach to projects, and the development and application of effective project strategy. His effectiveness in alternative procurement and delivery strategies is supported by a broad, multi-disciplinary approach to his work, incorporating training and experience in:

John Collings, P.Eng.


John Collings is a leading technical authority in the planning and delivery of transportation infrastructure. Specializing in transportation management, strategic planning, and design, he has acted as a technical consultant and manager to owners, lenders, and contractors on many key transportation projects in Canada and overseas.

John has considerable experience with the scoping and feasibility of major highway and rapid transit projects and in the set-up of different project procurement methods, including design-build and public-private partnerships. He consults for senior management on major project scoping, development, procurement, and delivery and interfaces with owners, stakeholders, and specialist consultants to establish technical feasibility, identify risks, and manage the delivery of both publicly and privately financed transportation projects.

Since 2002, John has been involved in the development, procurement, and risk assessment on many of the transportation P3 and DB projects in Western Canada. He provides strategic and innovative thinking with the ability to attain project goals within financial and community constraints.

David Collings, M.Sc., PMP

Project Manager

David Collings is a Project Manager who specializes in representing owners on major infrastructure construction projects. David also provides business development assistance and proposal management services to contractors and concessionaires for P3 and design-build projects.

He has a background in business management and a master’s degree in construction management from the University of Bath, U.K. and is a certified Project Management Professional. David is actively involved in the heavy civil construction industry representing owners, contractors and lenders and is a member of the BC Construction Round Table.

Brie Hemingway, BDes

Management Coordinator

Brie Hemingway specializes in project coordination and document management on major transportation projects. Her expertise in visual communications and technical writing adds clarity to project processes, documentation, and reporting. Her administrative and technological experience enables her to act as a central hub for the management and distribution of information both in-office and remotely through secure data management sites, project websites, and email communications. She applies her formal training in visual communications and graphic design to her diverse role at CJI where she undertakes:
